Appointment of Deputy Heads of School

POSITION PURPOSE
 
To provide high level support to the Head of School in the academic leadership and management of a School and to be an executive member of the School and the identified delegate of the Head of School during their absence.
 
APPOINTMENT PROCESS
 
As determined by the Dean of the Faculty, a Deputy Head of School (DHOS) may be appointed where there is an identified need for a formally established position to directly support a Head of School (HOS) in the academic leadership and operational management of the school.
 
Appointment to this position should be through an open consultation process where the Head of School calls for nominations (including self nomination).  The HOS then makes a recommendation to the Dean as to the preferred candidate.  On approval by the Dean, the DHOS is appointed.
 
It is recommended that the recruitment process for a DHOS begin at least 6 months prior to appointment to enable a suitable transition to the role and continued support to the HOS.
 
TERM
 
Generally the period of appointment will be for 2.5 to 3 years, aligned with the appointment of the Head of School.  It is expected that the term of a DHOS will be half that of a 5 year Head of School appointment.  Potentially, 2 DHOS may serve during a single HOS appointment, allowing for a greater number of career development opportunities for staff interested in this position.
 
REAPPOINTMENT
 
At the end of each DHOS term, the above appointment process will conducted.  An academic who has just completed an appointment as DHOS may nominate for a further term.

DUTIES
 
The DHOS provides senior management support to the HOS.  The role requires the ability and willingness to work constructively and collegially in support of the strategic and operational direction of the School and Faculty.
 
Below is a general guide (aligned with the major tasks of the HOS) to the duties that a DHOS may undertake.  While these are not prescriptive they may be used as a guide to determining the focus, duties and responsibilities of a DHOS. They also serve as a guide to staff considering this position.
 
Strategy and Planning
Supports the development and implementation of strategic and operational initiatives as required.  Acts as an advisor to the HOS on strategic and planning matters.
For example:   Drafts responses to programs or initiatives as required by Faculty, DVC, VCAC and external bodies.
 
Research Performance
Supports the HOS in the development of the research profile activities and research agenda of the School.
For example: Assists staff (directly or through research co-ordinators) to develop their research profiles, contributes to strategies to attract and retain research students, PhD supervision and PhD completion rate matters; act as the research co-ordinator for PhD students; co-ordinates research seminar programs; provides advice and mentoring to staff on research matters; including grant applications and research profile; prepares advice to HOS in regards to research profiles of academic staff.
 
Teaching Performance and Student experience
Supports the Head of School in the administration, development and enhancement of the teaching/learning and student experience.  Acts as HOS delegate in student and teaching/learning matters as requested.
For example: Student: enrolment planning; delegated authority for approving enrolment variations, special considerations, advanced standing, non-standard enrolments results, honours programs and prizes; manages escalated student complaints and student welfare issues; coordinates undergraduate / postgraduate administration.
Teaching: implementation of School and Faculty based student focused initiatives in conjunction with learning and teaching committees; development of new courses/programs and program reviews; coordinates associated stakeholder input (staff students, external advisors professional affiliates); coordinate course / subject timetabling & teaching allocations; oversees the Course and Teaching Evaluation and Improvement (CATEI) process; rreports on Teaching and Learning indicators as required by the Faculty and University.
 
Operational & Financial management
Delegated authority as acting HOS as required for the day to day administration of the Faculty.  Contributes to the financial management of the School where relevant.
For example: Assists with the drafting of whole school or specific budget areas -  casual academic, professional development budget; approves administrative and casual staff payments; other financial delegations as appropriate such as Head of Program.
 
Staff Development and Management
Supports the HOS in the recruitment, performance management and development of Academic and Professional and Technical staff.
For example: administrative overview of the ongoing professional development of academic staff in the areas of teaching and research including; staff recruitment, early career research support, performance review and management, promotion process; serves as a member of School and Faculty selection and promotion committees; advises permanent, fixed term and casual staff on educational/teaching related matters, mentors staff; coordinates the recruitment of casual staff and provides selection advice to HOS.
 
Faculty and School Representation
Serves on committees and boards as required either as an executive member of the School or as a representative of the HOS.
For example: Ex-officio member of school committees: Academic Board, Academic Board Executive, Undergraduate Education Committee, Postgraduate Education Committee; executive member of the School; serves on Faculty standing committees; chair school meetings; research seminars, research committees, honours committee and  other meetings in absence of HOS.
