The Director Human Resources has responsibility for ensuring these protocols are observed and that they are reviewed regularly to ensure they fulfill the University's recruitment and selection needs. 
 
Where there are issues relating to potential conflict of interest in selection committee membership the Director Human Resources should be consulted for advice about the appropriateness of the committee membership.
 
 1.
The number of members for selection committees should be kept to a minimum and the composition should reflect the task of identifying the best candidate for the position.  The final membership of a selection committee should be approved by the Budget Unit Head who may also be the Presiding Member.
 
In forming the selection committee, the Budget Unit Head should take into account the expertise required, gender equity and the need to consult with relevant stakeholders or interested groups.  A summary of the composition of selection committees is attached.
 2.
Selection committees for general staff and levels A-D academic staff, should include at least one member who is external to the immediate work unit who has expertise relevant to the position.  Ideally the selection committee for senior appointments should have at least one member who is external to the University.
 3.
Where a budget unit engages a search firm to assist in the selection process, a representative of the firm will normally attend the shortlist meeting and where appropriate provide advice on the applicants suitability against the selection criteria for the position.   Search firm representatives do not have voting rights.
 
The Presiding Member of the selection committee should, prior to the engagement of the search firm, ensure that they are informed of, and will respect the relevant policies of the University and guarantee confidentiality.
 4.
Effort should be made to reach a unanimous decision after the selection process has been completed. If a unanimous decision is not reached, then a majority decision is acceptable. Where the vote is tied, the Presiding Member has the casting vote.
 5.
Following a recommendation from the selection committee, appointment will be approved in accordance with the specified Council delegations.
 6.
Where a search and invitation process is undertaken and it is intended to depart from the normal processes above, the Nominations and Remunerations Committee of Council would act as the selection committee.
 7.
Formal offers of employment should be made by Human Resources to ensure compliance with appropriate industrial instruments and other employment obligations.
