1.1 OHS Strategic Framework

WHY
The organisation is required to develop an OHS Strategic Framework and implement and resource an OHS Management System to set OHS goals, objectives and key performance indicators.
WHAT
UNSW has established an OHS Strategic Framework that outlines the purpose, priorities and strategic goals for Occupational Health and Safety that form the basis for the University's OHS Operational Plans. It also identifies what the institution seeks to achieve and why, and provides objectives and key performance indicators by which our performance will be evaluated, both internally and externally.
HOW
  • Senior Management must incorporate the UNSW OHS Strategic Framework objectives into their Divisional and Faculty Operational Plans.
  • Where applicable, each School or Unit must incorporate the Divisional or Faculty OHS Operational Plan objectives into their local Operational Plans.
  • The UNSW OHSMS must be used as the tool for achieving the goals set in the UNSW OHS Strategic Framework.

1.2 OHS Policy

WHY
The organisation, in consultation with all employees and/or their representatives, shall define and document a policy establishing commitment to occupational health and safety (OHS).
WHAT
UNSW in consultation with all employees has documented an OHS Policy. This establishes a framework for action and for the setting of measurable OHS objectives and targets. UNSW has developed an Occupational Health and Safety Management System (OHSMS) to implement the OHS objectives set by the OHS Policy.
HOW
  • All staff must participate in the consultation process during policy development and review.
  • You must display the OHS Policy Statement in your work place.

1.3 OHS Responsibility, Authority and Accountability

WHY
The organisation is required to define OHS responsibilities, authorities and accountabilities to establish a clear understanding of each person's OHS role in the organisation.
WHAT
UNSW has established a Register of Delegations and OHS Responsibility, Authority and Accountability Procedure to define OHS responsibilities, authorities and accountabilities.
HOW
The Register of Delegations must be communicated to senior management by the Vice Chancellor.
 
Line managers are required to document and inform all staff of their OHS responsibilities and accountabilities using the OHS Responsibility Procedure.
 
Specific OHS responsibilities and accountabilities must be documented in staff position descriptions, OHS organisational charts or websites.
